  -Zhang Changping, Mayor of Xiamen
Zhang Changping, Mayor of Xiamen, addressed the Cross-Strait Economic and Trade Forum at the CXMEE on April 8, saying that Xiamen Special Economic Zone is designed for Taiwan and prospers for Taiwan.
Mayor Zhang said that Xiamen's rapid economic growth is closely associated with the cross-strait economic and trade development. Over the past years, during the course of cross-strait cooperation, Xiamen has built four major platforms for industry investment, logistics and commerce, personnel interactions, and conventions and exhibitions. The building of each platform has generated unlimited business opportunities for industries on both sides of the Taiwan Strait.
He went to say that Xiamen will take the initiative in innovating the cross-strait economic and trade cooperation mechanism, and that he has a keen interest in the vision of Mr. Hsiao Wan-chang, Chairman of the Board of Directors of Taiwan Cross-Strait Common Market Foundation, that the current "mini three links" should be progressively developed into "medium three links" and eventually into "large three links". He said that Xiamen will take the first steps in this direction.
Mayor Zhang envisioned five key tasks for Xiamen's economic and trade relationship with Taiwan. First, expand Taiwan investment zones by providing better infrastructure facilities, accommodate the fresh wave of Taiwan's industry relocation, and achieve new progress in photoelectric, software and animated picture industries; second, infuse vitality into Dadeng Taiwan-oriented Small-value Commodities Transaction Market, secure more flexible policies, and relax restrictions on varieties and lift quota; third, promote cross-strait cooperation in tourism to make Xiamen a transit point for tourists bound for Taiwan; fourth, attract a greater number of Taiwanese banking institutions to establish a presence in Xiamen and strive for the opening of settlement services between Renminbi and New Taiwan Dollars, and fifth, promote cross-strait chartered passenger flights to make them regular and fixed services.
