Last night, the National Solid-state Lighting Project Industrialization Base Development Colloquium was held at Xiamen International Conference & Exhibition Center. Officials from five national solid-state lighting project industrialization bases in Xiamen, Shanghai, Dalian, Nanchang and Shenzhen and the candidate city of Chongqing for the project attended the colloquium to have free talks with domestic and international businesspeople.

The colloquium was very active, with businesspeople raising many questions. Some overseas businesspeople wanted to why they should invest in the base and what benefits they will gain from the base? According to officials from these cities, the base is a stage built by the government for the enterprise; the base provides technologies, talents and the right environment, which are indispensable for the development of the enterprises. Although an enterprise may develop without going to the base, the base provides complete planning which can help the enterprise to reduce costs. Moreover, enterprises in the base have a very close relationship and have easy access to much useful information.

Strengthening the exchanges and cooperation among the bases and building features of the bases are a topic of common interest to attending businesspeople. A private entrepreneur sincerely called on all bases to join hands to build giant businesses to compete with multinational companies. Some businesspeople asked what the relations among the bases are as the solid-state lighting project is of a pyramid structure. Is it a independent small pyramid or a common pyramid? Some responsible officials from the cities said that they can complement one another and offset one another’s deficiencies, but the key was to locate the specific areas for cooperation.

An industry inside remarked that intellectual property rights are critical. Do you have the technology? Does your technology infringe upon other people’s technology? This problem is not easy to solve and requires all bases to work together to find a response measure. For this issue, Xiamen officials said that in terms of the criteria for patents, Taiwan and Xiamen have intent to cooperate with each other, which has been covered in the discussions in the CXMEE; Shenzhen officials said that they are aware of the possible disputes over intellectual property rights in the near future and therefore haven’t allocated special funds to encourage the applications for domestic and international patents. Shanghai has formulated a patent planning and sorted out domestic and international patents to create a “patent map” in order to identify the orientation of the development of the Shanghai base. At the same time, they will conduct secondary innovations and development of the patents to reduce the costs in the start-up stage.
